Pembina County was formed on January 9, 1867. It was initially larger in size and has since been reduced through the formation of other counties. It was originally created from territory taken from the Dakota Territory.

It takes its name from the Pembina River. The river, in turn, was named after the Pembina Band of the Ojibwa (Chippewa) Native American tribe, who historically inhabited the region. "Pembina" is believed to be derived from the Ojibwa word "Bemidji," which means "to cross over" or "crossing place," referring to the river's fordable crossing.

County Seat

Cavalier is the county seat. Located in the northeastern part of the state near the Canadian border, Cavalier owes its name to Charles Cavileer, an early settler and landowner in the region. This charming town, founded in 1875, stands as a vital administrative center for Pembina County, housing government offices and services for its residents. Its name pays homage to one of the area's pioneering figures and reflects the rich history of the county.
