When the Civil War started in 1861, Arizona was part of the New Mexico Territory, which was formed in 1850. In 1863, during the Civil War, Congress passed the "Arizona Organic Act" which split off the western portion of New Mexico Territory as the new Confederate Arizona Territory. The Arizona Territory sided with the Confederacy and the New Mexico Territory sided with the Union. Pinal County was formed on February 1, 1875, long after the Civil War, and long before Arizona became a state in 1912 but there were hundreds of Union as well as Confederate soldiers in Arizona Territory.
