On February 12, 1913, representatives from five towns on the St. Andrew’s Bay, met in Panama City to select a name for a proposed new county. The name Bay was selected because it was satisfactory to the majority of the citizens and was descriptive of the territory that would be included. On July 1, 1913, Bay County was created by the Legislature from portions of Washington, Calhoun and Walton counties. Bay County is bordered on the north by Washington County, Jackson County lies to the northeast, Calhoun is on the east, Gulf County is southeast and Walton County is on the west. Panama City remains the county seat of the county. ---Wikipedia The 1963 case of Gideon v. Wainwright, 372 U.S. 335 (1963), was a landmark U.S. Supreme Court decision in which the Court ruled that the Sixth Amendment of the U.S. Constitution requires U.S. states to provide attorneys to criminal defendants who are unable to afford their own. The case extended the right to counsel, which had been found under the Fifth and Sixth Amendments to impose requirements on the federal government, by imposing those requirements upon the states as well. ---Wikipedia St. Andrews Bay is located in Bay County, Florida, and is a 69,000-acre estuary in northwest Florida. ---Wikipedia There are currently a few libraries in this county, which is part of the Northwest Regional Library System (NWRLS), which also serves Gulf and Liberty counties.
