Daily Tribune, March 1986 Tax Collector James Humphries Dies
By David Wolbrueck Matagorda County Tax-Assessor Collector James W. Humphries died at his home early this morning at the age of 57. Bay City police report they were called to Humphries’ home at 2217 Fourth St. shortly before 6 a. m. today. Police attribute the death to natural causes, indicting in their report that Humphries family physician, T. M. Daniel, Indicated that Humphries had been ill for some time. Humphries had been county tax assessor-collector since 1968 and was currently in the second year of his fifth consecutive four-year term. He had also been active in numerous civic and community affairs. Precinct 1 County Commissioner Otha “Skeet” Birkner said this morning that a special meeting of the commissioners court has been called for 9 a. m. Thursday to appoint an interim tax assessor-collector to serve until the November general election, at which time voters will select Humphries’ replacement. Birkner is currently acting in his capacity as County Judge Pro Tem, filling in for vacationing Judge Burt O’Connell. Birkner said O’Connell, who is out of state, has been notified and will be present for tomorrow’s emergency meeting. Birkner said he has spoken with officials at the secretary of state’s office, who told him that officials of the county’s Democratic and Republican parties must meet after June 27 and nominate a candidate to run in the November general election for the tax assessor-collector’s position. It’s too late for candidates to run in the May primary elections, Birkner said. “We’re going to miss him,” Birkner said, “He’s done a real fine job as tax assessor-collector and it’s going to be hard to find a replacement.” The last time in recent memory that an elected county official died in office was 1967, when Birkner’s predecessor, Bill Tillman, died in office, the commissioner said. According to Humphries’ autobiography, submitted to officials writing the county history, Humphries was born in El Dorado, Ark., Aug. 21, 1928. He and his family moved to Collegeport in 1931, then to Bay City in 1932, when Humphries was 5 years old. He started school at Jeff Davis School in 1934 and graduated from Bay City High School in 1945. In high school, he was in the band, lettered in football, basketball and track and was a class officer his senior year. From June 1945 until November 1947, he attended Texas A & M University. Humphries returned to Bay City…[remaining portion missing]. Daily Tribune, March 5, 1986
