The War of 1812 came knocking on Baltimore's doorsteps, and the Battle of North Point, which coincided with the 1814 bombardment of Ft. McHenry. Many men in Baltimore town and county and surrounding counties served in the local militias and were present at the Battle of North Point.
The State of Maryland passed several laws awarding pensions to soldiers and widows of soldiers who were in the war of 1812. Federal pensions for their service was granted later than the state. However, the state was not free with public funds, only indigent soldiers or widows of soldiers were provided with a pension of $80 dollars a year. These acts were passed in 1867 (Chapter 385), 1868 (Chapter 432), and 4 Apr 1870 (Chapter 477). The Third Act replaced the two early acts.

An Act granting to certain Soldiers and
Widows of Soldiers of the war of eighteen hundred and twelve (1812) a pension of
eighty dollars per annum, to be paid in quarterly installinents.
Be it
enacted by the General Assembly of Maryland, That the State Treasurer, upon the
warrant of the Comptroller, be and he is hereby authorized and directed to pay
an annual pension of eighty dollars, in four equal and quarterly installments of
twenty dollars each to each one of the persons hereinafter named, during his or
her natural life, to wit:

Provided that the comptroller shall issue his
warrent upon the Treasurer, under the provissions of theis act, he shall require
each and every one of the aforementioned pensioners tto file in his office the
affadavit of two credible witnesses that the party claiming under the provisoins
of this law, showing the identity of the claimant, that he or she is a bona fide
resident of Maryland and that he or she is in indignet circumstances; and
provided further that such claimants or claimants in each year, counting from
the passsage of this Act renew such affadavit proving the that of bona fide
residence within the State of Maryland, and that said claimant or claimants
continue to be in indignet circumstances; and provided further, that no person
now drawing a pension shall be entitled to the benefit of this Act ....
Pensions for Indigent Soldiers and Indigent Widows of
Soldiers of the War of 1812
4 April 1870
This act repelled two
earlier pension acts of Chapter 385 of 1867 and Chapter 432 of 1868 which
provided for the payment of pensions to Maryland soldiers of the war of 1812 and
to the widows of deceased soldiers of that war. It in lieu of the above acts
this act allows for pensions to certain soldiers and widows of soldiers of the
war of 1812.
The persons eligble to receive the pensions were listed
county by county (and Baltimore City of course). The greatest number of
persons, several hundred, were in Baltimore city.
Sect. 2. And be it enacted
that the State Treasurer, upon warrant of the Comptroller, be and he is hereby

Provided, that the Comptroller shall issue
his warrant upon the Treasurer, under the provisions of this Act, he
shall require each and every one of the aforementioned pensioners to
file in his office the affidavit of two credible witnesses, and the
certification of the County Commissioners of the county of which he or
she is a resident, and of the Appeal Tax Court of Baltimore City, if a
resident of said city; provided however, that no person interested in
such applications shall be admitted as a witness thereto, and the
Comptroller shall cause to be presented to the State's Attorney for the
county or city in which oath is made, the names of all persons whom he
shall believe to hgave made a false oath or affirmation as to any such
claim, together with the evidence thereof, and the said States Attorney
shwall cause such parties to be prosecuted therefor.
Sec. 3. And
be it enacted that the Comptroller of the Treasury shall hereafter
require all persons who may draw pension under the provisions of this
Act, once in each quarter, reckoned from the date of passage of this
Act, to file with him an affidavit of two credible witnesses, and the
certification of the County Commisssoners of the county of which he or
she is a resident or of the Appeal Tax Court of Baltimore City, if a
resident of said city, setting forth that the affiants are acquainted
with the claimant , the he or she is a bona fide resident of the State,
and that at the time said service was rendered, and that he or she is
the identical person entitled to said pension, and that the claimant is
in indiginous circumstances, and that all laws in consistent with the
provisions of this Act be and the same are hereby repealed; provided
however, that nothing herein contained shall be construed as to allow
pensions to widows other than those that were married at the time or
within five years after the close of the war.
