Baltimore County was
one of the original Maryland counties formed by 1659. Since that time, it has
lost territory to the formation of Cecil (1674), Frederick (1748), Harford
(1773), and Carroll (1837), and Howard (1851) counties and Baltimore City
(1851).
The County Seat was originally Spesutie Island. It was moved to
Joppa Town. As a result of a popular referendum (there is a large list of
residents signing the petitions, which seems to be about the most complete list
of men in the County at the time) in 1768, the county seat was moved to
Baltimore Town. In 1851, when Baltimore City removed from Baltimore County,
Towson became the county seat for Baltimore County.
