The Rev. Fr. Alister C. Anderson, Colonel, U.S A. Chaplain
Retired of Frederick MD will be our special guest speaker. A very
brief sketch of his military career includes attending the Citadel
in 1941 and in 1945 graduating from the United States Naval Academy
in 1945. He served on the Destroyer Samuel N. Moore, and later was
present at the Surrender Ceremonies of the Japanese Empire in Tokyo
Bay. Serving in Vietnam, he was a member of the 25th Infantry
Division. He was awarded five Battle Stars, the Legion of
Merit, the Bronze Star with Oak Leaf Cluster, the
Meritorious Service Medal and the Army Commendation Medal.
He is an author for numerous publications, and has published
numerous pamphlets on such subjects as the Confederate Monument in
Arlington Cemetery, the life of Jefferson Davis, and the Confederate

This is the 4th year we will honor Richard Poplar since
we acquired his military headstone from the government a few
years ago. We are fortunate by chance, that "his day" falls
appropriately within POW/MIA week and we can honor other
POWs who sacrificed for us, and honor them on his day. This

Our current Mayor Annie Mickens of Petersburg issued
City Proclamation establishing Richard Poplar Day and honoring
this Petersburg POW.
