 ‘Big Charlie’ Dies at 72
Friend of Law Enforcement Leaves Gap in Community

“Big Charlie”, as Charles P. Martinez, Sr. was familiarly known by a host of friends and may well be called the Patriarch of all the Latin Americans in Bay City, died at his home Saturday night, April 29 at 9:50 PM.

He had been home after several weeks of hospitalization and it was thought he was recovering. But his death occurred suddenly from heart failure.

A native Texan, he was born in Victoria, moving to Bay City in 1916. He was a merchant, owning his own grocery store, and he held the distinction of being the first Latin American (in Matagorda County) deputy hired as a full time law enforcement officer. He served the police department for 33 years, and was a special deputy when he died.

Fellow police officers said: “He was respected by young and old, rich and poor, and his reputation was such that he was universally trusted by all Bay City citizens who knew him. He always seemed to have a special empathy for others, particularly those in trouble or those in need. He was open to help, because he wanted to help and was able.”

For more than ten years he was school attendance officer, and school officials have only the highest praise for his ability in dealing with juveniles. It has been said by a church official: “He was one of the most genuine persons I have ever met.” He was interested in education, and spent much of his time counseling young people on the advantage of going to school and getting an education.

He maintained a small office, which he used as a counseling room. Juveniles in trouble came to see him, and they listened when he spoke. Truth and justice were a passion with him, and although it can be said that he implanted fear in troublemakers, scores of them took his advice, and in later years either came back in person or wrote to thank “Big Charlie” for getting them straightened out.

He was a real champion of human dignity. And he seemed able to handle any problem that came his way. He made few errors, because he was almost unerringly correct in judgment. He often said if he “couldn’t make a friend he couldn’t do anything.” He had a very wise knack of constant patience, particularly the patience to listen. He was correctly looked upon as a counselor ‘par excellence.’

As a law enforcement officer, in questioning offenders, he seemed to sense when he was not being told the truth. Eventually, he could almost always get a sudden breakdown of truth, a confession with full details of the offense. However, he would immediately take the proper steps in case of violation of anyone’s dignity. He made a lot of people wise, people who feared him. Because another of his frequent sayings was that fear is the beginning of wisdom.

Surviving him are his wife, Mrs. Annie Martinez of Bay City; a son, Charles Martinez, Jr. and four grandchildren.

Funeral services will be held at Our Lady of the Guadalupe Church on Monday, May 1, 1978, at 2:00 PM. Father Joseph Shannon will officiate and interment will be in Cedarvale Cemetery. Rosary was held Sunday night, April 30, at 7:30PM.
