The school population began to decline in the early 1930s and the school reverted to a two-teacher system.

J. E. Poindexter and Miss Hylen Holloway, elected to teach during the 1934-1935 session, were asked by the school trustees: E. B. Scott, P. H. Yeury, D. E. Ross, to evaluate and provide recommendations for the school district's future. Some of the factors considered were: better roads, improved transportation, the expanding influence of neighboring towns, larger school districts with better equipment, etc.  In the latter part of the 1935 - 1936 school term, the community has reached its decision. The consensus was to have a natural division line,
bus routes were selected, and Howe and Tom Bean were notified that the Celtic community was ready to consolidate their school system beginning with the 1936-1937 school year.

Both the Howe and the Tom Bean school districts accepted their offer. The Celtic school grounds were reverted to the descendants of the original grantor.
