James Ferguson donated 20,000 or more books and Howe Public Library was formed. It was first housed in a building on NE corner of Kosse & Denney Streets (former site of Truett & Loraine Davenport's tourist court and service station. William J. Collins Jr. and wife, Margaret B. Collins created the Will and Grace Collins Memorial Fund through a gift to the city of $25,000 with the stipulation that the principal should be treated as a separate permanent fund and be invested to produce income for cultural and community improvements purposes not usually supported for public purposes. While not specifically requried, the donors preferred that the income be used for cultural and community improvements purposes not usually supports by tax revenues. July

The cast of "Silkwood" comes to Howe, Meryl Streep, Kurt Russell and Cher. Labor Union scene in shot in building on north side of Haning Ave. and alley. Crowds watched filming for several days. J. E. Poindexter's home east of Howe was also used for some of the scenes. June 1983
Howe ISD and City of Howe begin new concept for library, a School and City library combined. It is one of only five in the state of Texas. Peggy Bradley is hired as Library Director. Howe Community Library officially opened in October 1986. 1983
Harold L. Waller retires from Texas Highway Dept. He began work there in 1957. Harold was drafted into the Army November 20, 1950 and later honorably discharged. 1983
J. W. Reed and his wife, Jennie, donated land to the city for Reed Park on Western Hills Dr. 1983

Old America Inc. moves its corporate offices to Howe. They were named in 1993 as one of the Fortune 500 companies in Texas. May 8. 1986
Howe helped helped Texas celebrate its 150th birthday with a large Founder's Day Celebration held in downtown Howe the first Saturday in May. Since that time, the Howe Chamber of Commerce has continued the tradition of Founder's Day Celebration being the first Saturday in May. 1986
Howe has first rodeo. Producer - John Walter. He presented National Rodeo in 1983 for President Ronald Reagan. His wife, Mary, is secretary for the National Finals Rodeo. Duane Peters and wife, Rose, have promoted Howe on their rodeo circuit tours throughout the U.S. and brought rodeo fame to Howe. Duane and Rose have been instrumental in their many civic endeavors helping to bring new insights to the community. Duane has published books and held many motivation seminars.
