1970s 1970 - 1971 Westwood Manor Apartments built; Howe's first major apartment complex. First council woman - Carrie Waller elected. Howe's Betsy Ross is Carrie Waller who designed and made Howe's first flag and Howe Centennial Seal. Charles R. Thompson retires. Superintendent of Howe ISD 27 years. Wyline Pool retires as Howe Middle School Principal, taught 6 years Elementary, Middle School Principal 21 years. Dedication of Historical marker. Hall Cemetery. Hall Cemetery Association officers: President, Harrison Davis; Secretary - Treasurer, Mrs. R. L. Rolbert; Honorary Secretary, Miss Minnie Brooks. The first trustees in 1859 were: W. C. Davis, John Haning, and B. F. White. Howe ISD builds band hall and an addition to field house at football field. Late Spearker of the House, Sam Rayburn dedicated the new Post Office (now city hall).
