Cairo Plans Perfected.

Cairo, Ill., Oct. 2--President Roosevelt will be in Cairo for two hours tomorrow
morning and extensive arrangements are being made for his reception. The
business houses will be bedecked with flags and bunting, and a military company
will lead the parade. The president will deliver a speech here, which is
expected to be one of the most important of his entire trip. At 11 o'clock
he will resume his journey to Memphis.
