Allan Riggs, b Jul 1884, is listed in the 1900 Webster Co KY census in Dixon, as the son of Sylvester Riggs, age 47, and his wife Elizabeth, age 50, who have been married for twenty-six years. We find the 26 Sept 1874 Webster Co KY marriage of S.H. Riggs to Elizabeth Oakley, Bk 7, p 26.
