COUNTY COMMITTEE MEETING.

Arrangements Made For Convention
And Primary.

     The democratic county executive committee met at the court house Tuesday, May 10th, Chairman John R. Southwell presiding.
     There were very few present outside of the committee members and a few candidates. Of the thirty six members of the committee there were present the chairman and fourteen members, including those appointed to fill vacancies.  The following members were present:

     Mustang - E. L. Kay, vice W. L. Brown.
     Reagan - T. G. Fountain, vice D. H. Boyles.
     Lott - G. A. Hodges, vice A. F. Furguson.
     Bell Falls - W. G. Bryant.
     Westphalia - A. J. Hoelscher.
     Stallworth Store - F. W. Stallworth.
     Chilton - Gordon Gaither.
     Dot - J. F. Hackett.
     Travis - W. W. Priest, vice O. C. Johns.
     Norris Gin - C. T. Marricle.
     Cego - W. T. Moore, vice A. L. Coyle
     Other vacancies were filled by the following appointments, who were not present:
     Rocky Hill - Tom Lyttle.
     Woodland - Jim Williams, vice J. P. Swinnea.
     Liberty - R. O.  Peacock.
     Rosebud - J. S. Watson, vice Eugene Winkelman.
     Cedar Springs - Tom Settle, vice B. E. Selman.
     Wilson - Ben McClelland.
     There are yet a number of vacancies to be filled.


PROCEEDINGS.

     The committee was called to order by Chairman. John R. Southwell, J. W. Spivey, secretary at the desk.
     N. J. Lewellyn was chosen sergeant at arms.
     Roll call, absentees noted and appointments to fill vacancies, caused by removal from precinct, resignation, etc., announced as noted.
     Some financial matters pertaining to last campaign were discussed and on motion Secretary authorized to arrange same by assessing county officers sufficient to liquidate small indebtedness existing.
     On motion of Gordon Gaither, a subcommittee of five was appointed by chair to draft and submit rules and regulations for holding convention to send delegates to national state convention as follows:  N. J. Lewellyn, Gordon Gaither, T. G. Fountain, Geo. A. Hodges, F. B. Bratton, Secretary added.
     Motion made by N. J. Lewellyn that delegates to be selected to county conventions be selected by box conventions.  Point raised by Gaither that that would be covered by committee.  Lewellyn motion withdrawn.

COMMITTEE REPORT.


     1st.  Be it resolved by the county democratic executive committee of Falls county of this committee is hereby authorized and instructed to call a democratic county convention to assemble in the town of Marlin, on Saturday, June 11th, 1904, for the purpose of electing delegates to the state convention which meets at San Antonio to send delegates to the national convention.
     2nd. The chairman shall call precinct conventions to be held at the various voting boxes f throughout the county, on Saturday, June 4th, 1904 at 2 o'clock p. m. for the purpose of electing delegates to the county convention to meet at Marlin on June 11th, 1904, to send delegates to the, state convention at San Antonio.
     3rd. The member of the county executive committee at each voting box shall act as temporary chairman of said precinct meetings, and he shall designate some public and convenient place for holding the precinct meeting in his precinct and give ample public notice of same.
     4th. That the chairman of this committee is hereby instructed to call a democratic county convention to assemble in the town of Marlin on Saturday, July 16, 1904, for the purpose of electing delegates to the state convention which meets at Houston August 2nd, 1904, and to all district conventions; and to ratify and declare the nominees of the democratic primary election, and for such other business as might properly come before it.
     5th. The county chairman is instructed to call a democratic primary election on Saturday, July 9th, 1904, at which all democratic candidates for all state, district and county officers are to be voted upon by qualified democratic voters.
     6th.  The member of this committee for each voting box shall call a meeting of the democratic voters at each voting box throughout the county on the day of the primary election, at 2 o'clock, p. m. for the purpose of sending delegates to the county convention which meets at Marlin on July 16th.
     7th.  That the plurality rule shall govern in the primary election on all district, county and precinct candidates; and a candidate receiving a plurality of the votes cast for the office for which his name is on the democratic ticket, shall be declared the nominee.
     8th.  None but white qualified voters of Falls county shall be allowed to vote in said primary election; and the tickets used in the primary election shall have printed at the top the test, "I hereby pledge myself to support all the nominees of the democratic party at the general election."
     9th.  That the printing and procuring of the tickets and blacks and other things necessary to be used in the primary election shall be under the supervision of the county chairman and secretary of this committee and one other to be appointed by the chairman and they together shall ascertain the cost of procuring said tickets and any other expense necessary for holding the primary election.  And in order to raise money to pay the above expenses, they are hereby instructed to determine the probable amount necessary and to assess the county and precinct candidates with amount sufficient to cover same.  And any candidate refusing to pay amount assessed against him by the above committee shall not be allowed to have his name placed on the ticket.
     10th.  That the said expenses of this election be apportioned to candidates in the proportion used by campaign committee of last general election.
