Lieutenant Russell P Reeder, Post Adjutant at Fort Thomas, has been ordered by Brigadier General Anderson to open negotiations for Oakly for mobilizing the new Thirty-first Regiment. This is a result of General Anderson's visit to Fort Thomas Wednesday. Colonel Petitt states that there will be no change in the organization of the regiment until the construct is closed.
About 100 recruits arrived Thursday. Thirty cme from Muncie, 20 from Louisville, five from Middlesboro Ky. 35 from Cincinnati and 10 were enlisted at Fort Thomas. This makes 610 recruits in all.

Colonel Russell P Reeder, 70, U S Army, retired, died suddenly Friday night in the station hospital at Fort Monroe, having become ill Friday. Colonel Reeder had been a resident of the Peninsula, at his home, Reeder Haven, Phoebus since he retired from active duty with the army six years ago. He has been prominent in the activities of this section.
He is survived by his wife, Mrs. Russell P Reeder, two sons, Colonel Russell P Reeder Jr. and Commander Frederick M Reeder and two daughters, Mrs. C P summerall and Mrs. Thomas Campion and a brother, N S Reeder.
