Joseph (Noltner-German spelling) Neltner was born 31 March 1823 in Ulm, Baden Germany, the son of Joseph Anton Noltner and Helena Sprauer.  He married Rosina Ruschmann who was born 19 April 1823 in Germany, the daughter of Franziscus Ruschmann and Katherine Friedmann.  They arrived in America in 1845 through New York City.  He spoke both German and English.  They first lived in a long cabin on the Ruschmann farm (now Campbell Co Marina).  He helped build a log church on top of the hill along Johns Hill Road.  Fire destroyed the church in 1857.

In 1858 the present St Johns Church was built.  All the birth records and baptisms of the four Neltner children were destroyed.  Joseph and Rosina moved to Ross (then Indian Springs).

William Neltner and Katharine Messmer, who was the daughter of Peter Messmer & Mary Eva Paul, lived in Ross on one of William's fathers seven farms.  After they had two children they bought a farm on South Bend Road on the Licking Pike, along the Licking River.  This property of 76 acres was covered with virgin timber.  William had to clear the land and cut all the trees to build a home and he made most of all the tools he used to farm.  The land was very fertile, due to the rich river bottoms lying along the Licking River.  William was a very good farmer and made a financial success of the farming.  In a period of years he bought three farms and replaced the first home with a larger home and the first home was used for the hired help that was needed to work the farm.

He and Katharine raised lots of strawberries, asparagus, fruits & vegetables, corn and hay for the cattle.  They also loved beautiful horses and always had several. Each of his son's pride was to have a beautiful horse to use when they went courting.  Katharine died 13 June 1915.  William died from a heart attack 25 Nov 1924.  Both are buried at St Joseph Cemetery in Cold Spring.
