John Norborne Taliaferro was born in 1799 in Caroline Co Virginia. He moved to Campbell County by 1820 and settled in Newport. He was a lawyer and owned many slaves. He married his first wife Mary Ann McKinney 18 Feb 1819 in Newport. He married his second wife Frances Mary Southgate 28 Nov 1830 in Newport, the daughter of Richard Southgate and Ann Winston.

A member of the Whig party, John was elected as a representative to the Kentucky Legislature representing Campbell County in 1847, and was mayor of Newport 1850-51. He died in 1852 in Newport and was buried in Evergreen.
