James E Deckert, a member of the Newport City Commission for the past six years, formally announced his candidacy Wednesday for mayor of Newport. Mr. Deckert, 52, is head of the Deckert & Shepherd Leather Processing Co. 12th street and Central avenue, Newport, and has been active in civic and public affairs of Newport for more than 15 years.

Mr. Deckert, a veteran of World War I lives at 1603 Waterworks road with his wife and two children. He is a member of various civic, fraternal and social organizations in the city.

Rumors that the Campbell county grand jury will, regardless of the evidence, decline to return indictments against Newport mayor James E Deckert and Commissioner Ray Chambers were called to the attention of William Lawler, grand jury foreman, Thursday, by Charles E Lester, attorney for Peter Schmidt, former owner of the Glenn Rendezvous.

Two matters were presented by the police department to Mayor James E Deckert and Newport city commissioners at their regular meeting late Friday. One proposal would increase the off days of the department members from 52 to 90 days a year. The other was the installation of two way radio system for the safety department.

An over all increase in Newport's property valuations for 1950 was made by the Board of Equalization to City Manager Malcolm Rhoads. A $3,000,000 hike was made in assessments as a part of Mayor James E Deckert's plan last year to equalize assessments in business and industrial properties. Mayo Deckert explained the increase was not for the purpose of creating new revenues but to equalize the valuations and eventually reduce the tax rate.

Mayor James E Deckert will make the presentation of a certificate awarded the Newport Steel Corp for participating in the Technical Assistance Program for European Recovery under the Marshall Plan. The Newport steel concern is one of 500 industries in the nation to receive the award.

Newport's mayor and city commissioner elect, who will assume administrative functions of the city Jan 7, are to hold their conference this week. Mayor-elect Robert L Sidell will call the conference. Other members of the new board are James E Deckert, who will vacate the mayor's seat to assume his new position as a commissioner.
