Hubbard Dozier Helm was born 21 Feb 1821 in Newport to
Francis Taliaferro Helm and Sallie B Carney. His father was the first mayor of
Newport. He married Elisabeth Stanton Tarvin 1 Oct 1842 in Clermont Co Oh.

During the Civil War Hubbard supported the Confederates and
in 1862 the Unionists in Campbell County let loose a wave of political
repression. Home Guards scoured Campbell County to apprehend anyone
suspected of favoring session. This included Hubbard Helm. He was
sent to Camp Chase, Ohio in mid 1862.

NEWPORT NEWS
ARRESTS BY THE PROVOST MARSHAL-Yesterday afternoon, Marshal Gassaway arrested J R Hallam, H D Helm, J P Jackson, the two Winstons and three others and placed them in confinement in the Barracks. Eight other prisoners, captured near Falmouth on suspicion of bridge burning were also brought to the Garrison yesterday, but subsequently sent forward to Camp Chase.

Hubbard Helm was listed as county sheriff in the 1860 census. After the war Hubbard was elected sheriff again of Campbell County on 3 January 1868. In 1870 the family was in Dayton and by 1880 Hubbard had not been re-elected and was a farmer in Indian Springs.
Hubbard Dozier Helm died 15 September 1885.
