Circuit Judge John T Hodge, of Newport, was again affirmed by the higher court in Kentucky, wherein the city of Newport, by its attorney Aubrey Barbour, scores a big victory. he case was that of John Trapp against the city of Newport, to compel the city to accept his bid for paving Columbia Street, between Third and Fourth with brick.
The city at that time wanted to try the bituminous macadam and the bid was higher than that of Trapp for a brick street, and all bids were rejected. When new bids were received the Bithulitic Company secured the contract and Trapp sued to have his bid accepted.
