NEWPORT
W H Howe, a colored man, of Dayton Ky. who was arrested because
his mind has become affected, has been on occupant of the Newport Jail for so
long that the authorities have lost all track of him and are now trying to get
some record of his case in order that some disposition may be made of it.
At the time Howe was incarcerated the colored wards at Lakeland Asylum were so full that no place could be found for him. Now it is not known whether Howe escaped from the asylum or whether he had ever been there before. If the former, he can be sent back there without trial. If he has not been tried, a lunacy inquest will be held.
