A summons has been issued for Charles Sheppard, colored, on complaint of Humane Officer Schmidt, for alleged cruelty to a horse. Neighbors stated that one horse had recently died of starvation and that another was so weak as to be unable to rise to its feet.
Sheppard lives at Second and Central av. Newport.
